Funding for Decentralized Wastewater Treatment Systems
The EPA provides substantial funding support for Decentralized wastewater treatment systems through the CWSRF Program which is administered by States. Decentralized systems treat approximately 4 billion gallons of wastewater daily in the USA. The CWSRF is a low-interest or no-interest source of funding for the installation, repair or upgrade of Decentralized wastewater systems in small-town, rural and suburban areas.
CWSRF loan recipients include community groups, farmers, homeowners, small businesses, conservation districts and nonprofit organizations. CWSRF funding has been averaging $5 billion annually. Additionally in 2009 and 2010, The ARRA Stimulus Fund has provided an additional $4 billion for the CWSRF. USDA Rural Utilities Service (RUS) provides water and waste disposal Loans and Grants in rural areas and towns with populations < 10,000. Funding is available for: Municipalities; Counties; Special Purpose Districts; Indian Tribes and Nonprofit organizations. Grants and Loans from USDA (RUS) can cover up to 75% of eligible projects.
